Business Line specific context

Egis with its partners (altogether called METAV) have been appointed as Network Manager, to work closely with the client in managing the planning, design and construction of 3 new underground metro lines in Tel Aviv. The 3 new metro lines will total 149km and 109 metro stations to serve 24 municipalities. Key figures:

·        Operational in 2034.

·        Estimated 2 million passengers per day will benefit from the new metro network.

·        €50bn estimated cost.

·        Benefits to Tel Aviv: 30% increase in public transport use and €8bn in economic benefits to the local economy.

Egis is hiring in the Project Planning & Controls team,the Change and Cost Manager. You will lead the activities relating to your discipline within our project METAV Tel Aviv Metro Network Manager. This is a unique opportunity to deliver a project across all phases: design, construction until operation.

Job description

Reporting to the Project Control Director, your role will be split into the following tasks: 

Cost Control

·        Develop the cost control reports for the Network in line with customer requirements (cash flow and payment milestones as a minimum using Earned Value and ability to provide forecasts)

·        Implement the master Cost Breakdown Structure in line with the Master WBS of the Programme through SAP, Primavera and any other application as required

·        Coordinate cost estimates, cost control and revisions on related projects

·        Maintain communications and records of cost information and related cost estimating sources, cost indexes and references

Change Control

·        Critically analyse changes coming from the Line Managers and make recommendations to the customer change control board

·        Influence the change control function of the network and advise the customer accordingly

·        Supervise the cost control function of the Line Managers at the Network Level and advise on functional compliance as per the change control directive of the Overall Strategy for Programme Controls of the customer  

·        Supervise the proper recording of all changes approved/rejected

·        Provide proper Change Management evidence for audits

·        Ensure Change Management process documentation is current (as per the Overall Strategy for Programme Controls) 

General

·        Work as an integral member of Programme controls teams, and coordinate several projects concurrently as needed

·        Pilot and guide the Line Managers on Cost and Change.

·        Advise the Owner on Cost and Change

Profile

  • A Cost and Change Control Expert / Manager with 10 or more years of experience in major infrastructure projects including mass transit
  • Experience in cost engineering for construction projects
  • Familiar with Microsoft Project, Primavera, and other cost estimating and control software
  • Must have good organizational and communication (written and verbal) skills
  • Ability to handle multiple, diverse assignments
  • An attitude and commitment to being an active participant of our team culture is a must
  • Ability to interpret construction schedules (preferred)
  • Bachelor's degree or equivalent academic degree in Engineering, Construction Management, Quality Assurance or closely related field
