Job description

Responsibilities:

  • Support and assistance in development and update of procurement plans and strategies.
  • Development of tender documentation for procurement of works, goods and services with assurance of compliance with the national legislation of Ukraine and according to IFI standard procedures and rules (at least EBRD, World Bank, EIB, KfW, ADB).
  • Support and assistance during all stages of tender procedures (at least clarification procedure, pre-tender meetings, tender evaluation, conclusion of contracts, work with complaints).
  • If necessary, keeping of records (monthly, quarterly, yearly reports).

Profile

Requirements:

Mandatory

  • At least 5 years of confirmed work experience with tenders during all stages (from development of tender documentation for procurement of works, goods and services to tender evaluation and contract award) according to the IFI policy (World Bank, EBRD, EIB, ADB, etc.).
  • Good computer skills (usage of Excel, Word, PowerPoint).

Desirable

  • Experience in implementation of IFI-funded construction projects, including competence to read project documentation.
  • Experience in processing of disbursements and payments by IFIs to contractors/suppliers through the Ministry of Finance.
  • Competence to work in MS Project.
  • Experience in contract administration.

Personal qualities

  • Good spoken and written English is mandatory (Advanced level).
  • Attention to details as work that will be conducted by an expert, will be submitted to executive management for usage during decision making.
  • Ability to analyze received information in efficient manner and draw conclusions, critically evaluate situations, anticipate and make one’s own reasoning.
  • Good skills in work organization, planning and coordination with high level of initiative and prudence; reliability and flexibility for execution of various tasks and setting of priorities.
  • Focus on results – self-motivated person, able to define goals and priorities with good time management and ability to rearrange workload if priorities change.
  • Autonomy - experience in independent work and planning of  one’s own work.
