Job description

Egis Rail with its partners Gadish and HDR (altogether called METAV) have been appointed as Network Manager, to work closely with the client in managing the planning, design and construction of 3 new underground metro lines in Tel Aviv. The 3 new metro lines will total 149km and 109 metro stations to serve 24 municipalities.

This giga-project requires a Technical Discipline Lead (Communications and Control). As Technical Discipline Lead (Communications and Control) you will lead the activities relating to rail telecommunications and control within our project METAV Tel Aviv Metro Network Manager.

Specific Responsibilities & Accountabilities

Under the system manager's responsability :

· Carry out an initial review of the Programme’s feasibility study, provide technical, and programme feedback and advice on challenges, possible areas of improvements as well as possible alternatives and innovations.

· Prepare a “MN Design Standard Manual” covering Communications & Controls design standards and criteria. The manual will cover codes of practice, specifications, methods, definitions, processes, procedures for the promotion of uniformity, integration, standardization throughout the Programme, best international engineering practices and applicable international design standards as well as Laws & standards in force in Israel.

· Prepare a “Design Task Guide” for Communications & Controls to define and contain the requirements for all Communications & Controls design tasks/deliverables to be performed/prepared for each level of design  and associated verification and checking.

· Advise the Owner on site condition surveys and/or any other pretender analysis to be undertaken, Analyse results and recommend ways of adapting Programme requirements accordingly

· Stablish/update Communications & Controls “Design Management Procedures” and in coordination with other technical disciplines, establish rules to maintain those and get the approval on Communications & Controls tasks/deliverables throughout the Programme.

· Ensure proper integration and interfacing with Communications & Controls across the various design disciplines/technical specifications/Deliverables prepared for the Programme.
· Specify all MN Communications & Controls requirement as per above documentation and interact with Programme Manager for Requirement in that matter
· Serve as the Programme’s technical, process and professional expert on behalf of the Client, to make engineering decisions, accept design proposals or technical solutions, make recommendations, resolve technical clashes, etc., instruct and monitor the application of the Client MN Communications & Controls documentation by Metro Line managers/designers and relevant Programme participants
· Be responsible for managing, administering and coordinating the Communications & Controls MN Programme design and ensuring that it is carried out timeously in accordance with all applicable Laws and guidance.

 

Profile

The candidate should have:

· Senior Engineer with at least 15 years’ experience in major infrastructure/transportation projects including mass transit

· Sound knowledge (technical, organizational and processes) of the Communications & Controls Engineering (OCC, SCC, SCADA, WCS (radio), CCTV, Telephone, PIS/PAS, BTN, ACS) under similar large metro Projects, especially Communications & Controls Design engineering.

· Good knowledge in Communications & Controls for Metro’s State of art, including innovations in technical matters

· Ability to lead and direct project teams , coordinate with others, control time and application of contract, convey good practices and report technical non-quality to management in relation to its area of expertise

· Ability to analyze complex situations and propose solution to interface Communications & Controls with others for the benefit of the MN as whole

· Capacity and Authority to anticipate, make/substantiate choices/recommendations, manage and interact with stakeholders, client and any Programme participants in relation to its area of expertise.
