The MENS’ BU (Project structuring, Operation and New Services) is one of the world leaders in the financial project structuring of PPP projects, as well as in the operation of infrastructures and services. In the road sector, Egis operates and maintains 44 roads and highways, including civil structures such as bridges, viaducts and tunnels. Through 28 operating companies, Egis employs more than 9,300 people in more than 20 countries, i.e. nearly 4,400 km.
In the airport sector, our BU operates, maintains and develops a network of 17 airports around the world, handling more than 30 million passengers and 330,000 tons of freight per year.
The MENS’ BU also offers a wide range of services for its customers such as electronic toll collection, interoperability and on-street parking management.

Egis and our joint venture partners have formed Connect Plus Services (CPS), which is the company responsible for managing one of the busiest motorways in Europe through Highways England's largest Design build Finance operate (DBFO) contract. Job description

Role purpose:

· Work closely with the project team and the wider procurement community to develop and deliver the procurement strategy in accordance with Main Contract terms, procurement policies and processes.

· Manage procurement activity across the CPS Business. To support the strategic approach of the business stream and to deliver Business objectives as set by the Commercial Director and Head of Procurement.

· Support the development and delivery of the Supply Chain Management strategy to ensure that the business has sector leading internal and external supply chain resource to support current and forecasted workload, Incorporating Core Operational Excellence (Subcontractor Excellence and Supplier Relationship Management, Supply Chain Development and Performance Measurement), Delivery of Customer Priorities, Feedback, Learning and Continuous Improvement.

Main Responsibilities:

· Develop and implement the Procurement Strategy throughout the life of the Project, reviewing and updating from time to time.


· Manage and deliver the Project Procurement schedules as per agreed plan with the project Team.


· Manage and lead the Procurement Team for the Project.


· Deliver the project requirement in a timely fashion in line with agreed timescales/ milestones.


· Implement the supply chain strategy for CPS.


· Ensure compliance to the Business Management Systems (BMS).


· Ensure that the Subcontract documents are sufficiently informed and commercially robust.


· Ensure all subcontractors have contracts in place prior to starting work, not working at risk, capable of standing up to audit.


· Review and ensure all Subcontracts are capable of communicating the Project’s needs in terms of safety, environmental, technical, programme and commercial requirements (working in conjunction with A&PD & O&M CM’s) before issue. 


· Support strategic work winning activity to ensure our supply chain has the capability and capacity to meet our future needs, developing new supply chains and building early

Profile

The following qualities / experience are essential:

This role requires project procurement management experience within a construction related environment.  It will also require experience of projects with sub-contractors and suppliers.

The following personal qualities and experience are essential:

·          Excellent Communication skills at all levels

·          Negotiation skills (advanced)

·          Basic Category Management knowledge

·          Ability to set up a source team & run successful tenders/ ITTs

·          Good understanding of legal frameworks and contract law

·          Working knowledge of ORACLE/ P-cards etc.

·          Ability to understand customer & business needs, and to prioritise work accordingly

·          Understands supplier relationship management

·          Strong Commercial awareness

·          Strong Organisation and time management skills

·          Procurement experience at senior level in a large organisation

·          Experience of negotiating complex deals of high value/ business impact, with a track record of making savings

·          Experience of running successful higher value/ higher risk tenders/ ITTs

·          Has successfully run simultaneous packages and delivered positive business results
 

The following personal qualities and experience are desirable:

·          MCIPS, degree or equivalent preferred

·          Advanced negotiation training

·          Held senior procurement role in Highways, Rail, construction or manufacturing/ industrial environment

·          Experience of administration of formal tender exercise and pre-contract administration preferred.

·          An understanding of legal frameworks and contract law is desirable
