The MENS’ BU (Project structuring, Operation and New Services) is one of the world leaders in the financial project structuring of PPP projects, as well as in the operation of infrastructures and services. In the road sector, Egis operates and maintains 44 roads and highways, including civil structures such as bridges, viaducts and tunnels. Through 28 operating companies, Egis employs more than 9,300 people in more than 20 countries, i.e. nearly 4,400 km.

In the airport sector, our BU operates, maintains and develops a network of 17 airports around the world, handling more than 30 million passengers and 330,000 tons of freight per year.

The MENS’ BU also offers a wide range of services for its customers such as electronic toll collection, interoperability and on-street parking management.

M25, one of our flagship projects!

Egis and our joint-venture partners have formed Connect Plus Ltd (M25) for managing the 30 year, £6.2bn Design, Build, Finance, Operate (DBFO) contract for the M25 motorway and associated arterial routes surrounding London. The concession period commenced in September 2009 and initially focussed on successfully widening Europe’s busiest network prior to the 2012 Olympics. Delivery of operations and maintenance, renewals and other network improvements will continue over the 30-year period.

Job description


The Operations Manager will mainly support the Delivery Director and COO in addition to the wider Connect Plus Team.

The role is a unique opportunity to work in the Project Company (SPV) of a major infrastructure project, and can evolve into other domains, with either Commercial, Investment or Technical focus.

Accountable to the Delivery Director for network performance of the Operator, and its Contractors, and for providing network performance input for Connect Plus investment decisions.  Responsibilities include:

Collaborating with the Asset Performance Manager in monitoring and reporting the Operator in the performance of duties in the operation and maintenance of the M25 and its associated link roads, including:

·         Monitoring and analysing network performance data and developing benchmarks for progress measurement and continuous improvement.

·         Identify key risk areas for the Annual Audit Plan, and lead completion of audits  identified in the IMS Audit Plan with the Assurance Team, including audits on Supply Chain.

·         Reviewing targets for network performance measures to achieve project objectives.

·         Reviewing and support mainteenance of risk assessment to enable control and management of risk.

·         Manage with others the investigation, monitoring and reporting of routine maintenance performance to identify and implement continuous improvement and share lessons learnt.

·         Ensuring compliance with Connect Plus quality systems

·         Managing day to day network performance relationships with the National Highways, the Operator, Contractor and Sub-Contractors, including network safety, integration of services & works, and interface with key Local Authorities and other stakeholders, including Traffic Officer Service

·         Lead CP Operational Audits/ Undertake EAI surveys

·         Managing the Connect Plus response to road traffic accidents and other incidents on the Project Road in liaison with the Operator

·         Managing the delivery of the Watchman Role (as described in Clause 3.5 of the DBFO Contract)

·         Managing the day-to-day relationship with National Highways and the Operator on such matters as network performance, incident management, routine maintenance, and road space booking.

·         Developing and implementing the Performance Management Plan

·         Managing DBFO Co response to road traffic accidents & other incidents on the Project Road

·         Developing and implementing business improvement strategies and plans with the Operator




Background required:

·         BEng degree approved by the Engineering Council; or equivalent

·         Structures and or highways, buildings or airports related background,

·         Operational / Construction experience

·         Incident investigation or quality management experience

·         Facilities management experience

·         Chartered Civil Engineer or alternative

·         Driving licence.
