Job description

Job Description: 

  • Supporting DGLT and subnational PIU with:
  • Reviewing the existing bus operator industry,
  • Detailing inventory of the affected operators (including vehicle and crew),
  • Assessing financial performance of existing operations,
  • Developing an old vehicle fleet disposal plan,
  • Developing business models for integration into the BRT system,
  • Developing a reorganization and engagement plan,
  • Supporting DGLT and subnational PIU with implementation;
  • Supporting as member of the PMC to work closely with the PIU/DGLT and local government to prepare and bid out the BRT-ME contract and service contracts for BRT bus services.
  • Recommending the nature, objectives, deliverables and functions of the BRTME and BRT bus operators,
  • Reviewing and providing specific comments on the draft terms of reference and contracts of the BRT ME and bus operator service contracts.
  • Supporting the PIU/DGLT and working closely with them to:
  • engage with transport industry stakeholders,
  • gain their trust, and,
  • enable them to organize themselves and participate in the bidding for bus service contracts (if desired by the industry stakeholders).

Requirements:

  • Bachelors Degree in management, communication, social sciences or related fields
  • At least ten 15 years work experience in the public space.
  • Experience in planning and implimenting bus industry reorganization
  • Engagement with unorganized / informal private transport operators in Indonesia,
  • Strong communication skills
  • Ability to negotiate and dialogue on difficult topics
