Contexte spécifique à la Business Unit

The MENS’ BU (Project structuring, Operation and New Services) is one of the world leaders in the financial project structuring of PPP projects, as well as in the operation of infrastructures and services. In the road sector, Egis operates and maintains 44 roads and highways, including civil structures such as bridges, viaducts and tunnels. Through 28 operating companies, Egis employs more than 9,300 people in more than 20 countries, i.e. nearly 4,400 km.
In the airport sector, our BU operates, maintains and develops a network of 17 airports around the world, handling more than 30 million passengers and 330,000 tons of freight per year.

M25 Project: an exciting journey!

Egis and our joint venture partners have formed Connect Plus Ltd (M25) for managing the 30 year, £6.2bn Design, Build, Finance, Operate (DBFO) contract for the M25 motorway and associated arterial routes surrounding London. The concession period commenced in September 2009 and initially focussed on successfully widening the network prior to the 2012 Olympics. Delivery of operations and maintenance, renewals and other network improvements will continue over the 30 year period.

An important aspect of the contract is the management of ca. 140,000 highways assets, with Connect Plus having direct responsibility for investing ca. £1.5bn in renewals works over the 30 year period to achieve short term performance requirements and longer term handback targets.


Description de la mission

There is a need for an Asset Performance Manager to work with the Asset Manager, the Technical and Programme Director and other teams to ensure that investment in a large portfolio of highways assets is delivering the short and long term objectives of the company in the most efficient way.

The organization relies on a framework of contractors to ensure that a robust asset management system underpins this renewals investment. Key elements of this system include understanding asset condition, evaluating investment options and establishing long term investment plans


1/ General missions:

·         Acting as a source of knowledge for contractual and system requirements around asset management

·         Understanding the DBFO contract Key Performance Indicators and obligations around asset management

·         Having thorough knowledge of Connect Plus technical and financial models

·         Understanding performance and measures relating to Connect Plus investment

·         Auditing key parts of the Asset Management System

·         Support ISO 55001 certification

·         Communicating and sharing best practice in the field of asset management


2/ Innovation, change, and decision making:

·         Ensuring that planned lifecycle investment delivers expected performance

·         Representing Connect Plus interests in key meetings for more than 150 live lifecycle investment projects (circa £70m yearly)

·         Collaborating with Connect Plus Services asset managers and engineering team to understand impacts of key innovations, strategy changes, standards and third-party schemes on contract and asset performance

·         Producing key reports and Board level papers and presentation including, the Annual Asset Management Report, Board Pack, Monthly and Quarterly Reports

·         Supporting the development of the Asset Management Forward Plan, ensuring that proposed investment delivers benefits (risk mitigation, condition benefit, etc.) and meet strategic objectives and performance indicators


3/ System management, measurement, and review:

·         Managing the annual review and update of key parts of the asset management system, including processes, procedures, and key documents such as the condition methodologies

·         Managing and improving a suite of metrics to measure performance of Connect Plus across the asset management system and identify areas for improvement

·         Developing and managing Remedial Action Plans, Performance Improvement Plans and business improvement projects related to analysis of assets needs and historic performance

·         Supporting the management of risks and the development of mitigation measures



Civil engineering background or similar, with preferably an Advance Masters Degree, with a first experience, ideally in risk, asset management and contract performance on a major infrastructure project or in preliminary phases.


Skills required:

· Interest in asset management

· Ability to assimilate financial, technical, investment and assurance information and use for decision making

· Ability to scope and deliver audits

· Good communication and presentation skills

· Proactivity and ability to operate autonomously in a senior team

· Ability to develop business cases, whole life analyses and scenario modelling

· Ability to multi-task and deliver multiple projects in parallel

· IT literate; Knowledge of Asset Management IT systems would be a plus

· Fluent level of written and spoken English; French would be a plus

The role could evolve into other domains, with either Investment or Technical focus.
